I have a requirement, Need to create a variable that should allow user to download the attachment and it should be mandatory.

Do you mean upload - as in attach a file to a Catalog Item?  There is a variable type named Attachment that will do this, and can be made always or conditionally mandatory.

It is not for upload. My requirement is to download the attachment, please advise.
