Not able to view dashboard shared with me.

When i try to view the report dashboard it says "Report visible only to a specific users of group.
All other members are able to see it. 

I already have ITIL role, 
Report Security - enforce access control checks" plugin is also active.

Also both the dashboard are related to Vulnerability.

Hello,

Usually means the Report sharing level is set to Me. Open one of the Reports, click the drop down on Save, and select Sharing. You need to change that to Everyone or Groups/Users and define who can see that report.

If he doesn't see those options, will need to give the roles: report_group and/or report_global

He has shared the same dashboard with 5 other members, and they are able to see it. 

Yes i can see that option to set up for everyone. I tried that and its working.
Able to see the dashboard. So why was it everyone was seeing it but not me?
