Hi Sreedhar,
there is no OOTB way to extract a published workflow in PDF, however you can use a workaround, capture the published workflow in a printscreen, then create copy the printscreen in a DOC file and then export to PDF.
This is the easiest manual way, just tried in my personal instance, see the result in attachment.
Hope this can help you.
If I have answered your question, please mark my response as correct and/or helpful.
Thank you very much
Cheers
Alberto

Hi,
There no OOB functionality for this,You can try below options
1. There are multiple chrome extensions to capture the full page with auto scroll capabilities. I have tried fireshot and fullscreen capture in past
2. You can also use SnagIt by TechSmith which has scrolling capability when capturing screenshots. http://www.techsmith.com/snagit.html - a free 30 day trial version is available online.
3. Try to reduce the scale % when printing. Control P - Select 'Print Using System Dialog, Select Landscape and set Scale to 60% (or Adjust according to size of workflow.)
mark correct/helpful based on impact.
Thanks,
Dhananjay.
