Problem Management - Problem State vs State

What's the difference between "Problem state" and "State" in Problem Management? Both have the same values, but I don't know what's the difference between the two.

I'd like to create a workflow based on the state of a problem, but I'm not sure if I should use State or Problem state.

Problem table is extended from Task. State field comes from Task, and Problem table has Problem State. Technically the values should be the same via a business rule, but in cases were you are reporting on Problems from the Task table, you can report off the State field to get the data.
