special handling notes pop-up not displaying

Even though the properties and configurations for "special handling notes" on incident table is defined, there is no pop-up /alert is displayed when the matching incident record is opened or the page is loaded.
Also, ensured that browser pop-up settings is also enabled.
There is no known issues documented for Paris release.

Yes, it is checked for once per session. I logged out and logged in again, but no difference
