Unable to add read and write role to variables

I am trying to add make a catalog item available to public with out login. I can see the catalog item but not the variables. I am not able to add the read and write roles. Is there anything else that needs to be set for this to work?

I need to have the catalog item available for unauthenticated users.

I cloned the widgets and made the item public but cannot see the variables. Tried to role to them and unable to thats the issue
