user_admin role can't edit fields in group

Greetings!
I would like to give team members the ability to administration ( create/edit ) groups.
Per the documentation the role user_admin will enable a user to do this:

However, the only function available to the user with user_admin is to create a group but not set any of the field values. Screenshot attached.
What else is needed to enable a user to create/edit a group?

Looks like there is 1 or 2 ACL's preventing writing to those fields. One is a write acl named: sys_user_group.*
The other is named sys_user_group that requires the itil role. Try adding the itil role to confirm.
