Visible on Guides not showing variables on order guide form in Service Portal

I used a variable set on order guide and on a bunch of catalog items. The "Visible on Guides" checkbox is set to true on all the variables but the variables are not showing on the order guide form until I check the "Visible Elsewhere" checkbox to true. 

The instance is in London version

Did anyone face issues like this?

Just in case it helps somebody, this is my workaround solution

Looks like there is a bug on service Portal that when you use a variable set on order guide and catalog item and just have "Visible on guides" true on all the associated variables it doesn't appear on the order guide form. The intention was to show the variables on order guides and hide on catalog form

The "visible elsewhere" checkbox on all variables needs to be true for them to show on order guide form.

Workaround: I simply copied the variable set (recreated all variables with "visible elsewhere" true) and replaced old variable set on the order guide
