Why didn't my SURVEY that I created in Survey Designer, send an email notification, and how can I generate an email now?

I created a survey, added a bunch of users (via a group), and saved, and then Published.  According to the documentation (link), "When you publish a survey, the system sends email notifications to the recipients and to their managers.", and also displays a link to the survey on a card in each recipient's My Assessments & Surveys portal.

They got the Survey, but unless they go look, they won't know it is there.  I'd like to generate an email, but I don't want to re-publish the survey (as a subset have already responded).   Why didn't an email get generated?  How do I send one now?

Have you had the opportunity to check the email log and to see if survey notifications are active?  That's where I would start.  That will help you to see if what should be sending was triggered, and when they were sent if triggered. I'm not certain you can resend the notification without generating a new survey instance, unless you resend the original one from the logs.

The other thing to keep in mind, and I think many of us have to work with/around this, is end users can turn off notifications and if they haven't done that, may have set up a rule to filter them out.  If you find the emails were generated, you'll be able to research that further based on the findings (turned off notifications means none is generated; rule means it was at least sent to them).

Added a bunch of users via the Assign Survey button (UI Action)? The Assign Survey button is only visible on Published surveys and when you click ok, it will create the survey instance and show in the related list.

Yeah, I've checked email logs, and other surveys are going out.  This one wasn't generated via a trigger, but just Published (as a 1 time survey)

I created a Survey User Group, and then added them via Survey Designer (availability tab) before publishing.
Similar to this, and then saved, previewed, and Published.  Once published, the Surveys were sent, but no email notification.

FYI..  When I look at the Notification called: Survey User Invite, it shows: “Send when” = Record inserted or updated.
When I look at the “Preview Notification” button, I am seeing the one of my Survey Instances & the Body reflecting my Survey and one of the recipients (not sure why that person is previewed, as they were in the middle of the 500 or so people I sent to.)
