Why does the Global Search apply search condition "Active=True" for all tables, except Incident where it searches All records

When I enter a search string in the Global Search, the search returns All Incident records, but applies "Active=True" for all other returns.  This eliminates all Closed records for Changes, Problems, People, Groups, etc.  We have not customised the Global Search UI

go to ts_group.list or ts_table.list and remove or add filters

No, you should not have to reapply as the Upgrade will skip the customized records.

No, Once it's changed it will stay as is after upgrade.
