The "Send email step in flow designer does not work with any users who are not admin" knowledge article could be more helpful. But to avoid wasting time as I did trying to duplicate the instructions on reproducing the error, do yourself a favor and check the properties of your Flow. Edit your properties and, in Advance Options, change the RunAs to "System User". It solved the issue with the Send Email for me.
