Why do Toast Alerts/Notifications stay on the screen forever?

There are many overlaying Alerts in the Now and CSM product. One example is when saving a List. There is a green ribbon that appears on the screen. These alerts are laid over buttons on screen and DEMAND action, when their purpose is only to inform the end user that something was successful or not. These alerts stay on screen until the end user specifically presses the [X] button on the far right side of the alert, which is not a large number of pixels.
Toast notifications in general are supposed to popup and disappear after a reasonable time when the software recognizes that the end user has seen the message. At the very least it should be easier to dismiss these alerts, because they are quite frequent and are raised for a multitude of reasons.
If the entire bar was a button that could dismiss the alert, I would be much happier as an end user. Better still, the alerts should automatically fade after 5-10 seconds if the end user has the local tab in focus. These alerts persist on the tab if you change context and move to other tabs, not altogether unwanted.
