Issue with Preferred Language and Instance Language in ITSM Mobile Agent

We are facing the strange issue with languages (instance and preferred settings)
1. If I put preferred language = French and leave instance language =English, navigation, screens and etc - still in English, but Settings (all items under), See All (link), No data available in visualizations - are in French.
2. If I put preferred language = French, instance language = French, all mobile items are translated to French, but Settings, See All and No data available are in English.
3. If I put preferred language = English, Instance language = French, the same behavior as #2.
As per documentation, both settings needs to be in French to get all information in French for the user.
It is our goal, but when both language are set to French, full switch does not happen.
Does anyone have the same issue? Could it be ServiceNow bug?
Please let me know.
