Unable to see hidden variables in Agent App

I have a couple of catalogs that have variables that are hidden from our Portal because they are meant to be filled in by our IT staff. That works fine in ITIL and SOW, but they aren't visible at all in the Agent app unless they have data in them. Does anybody know a way around this? These fields are required prior to closing the ticket, but I don't want to put information in them because that'll allow them to be bypassed. Thank you!
