Starting MS Teams call from Major Incident will not allow group to be added

When attempting to initiate an MS Teams conference from Major Incident Workbench, I add the Major Incident Management group and get the following error message:

The group has 7 members and all are granted itil, major_incident_manager, and communication_manager roles.

After opening a HI Case on this issue, it was determined that in order to add group members to an MS Teams call within Major Incident Workbench, the group MUST be configured within On-Call.
