Hello @ysudileti ,
As per my understanding Rest action is not available in flow action .
Its available in action steps :
If this helps you then mark it as helpful and accept as solution.

Aditya

Hi @ysudileti
Refer and validate : KB0958829 How to use IntegrationHub REST step
Instructions
*In order to use REST steps below 2 plugins needs to be installed.
1. Plugin "ServiceNow IntegrationHub Action Step - REST" [com.glide.hub.action_step.rest] that Enables the REST action step in Flow Designer.
2. Paid Plugin "ServiceNow IntegrationHub Starter Pack Installer" - Installs IntegrationHub starter pack plugins to build your own integrations. Includes Microsoft Teams spoke, Slack spoke, Slack webhooks spoke, eBonding spoke, legacy IntegrationHub usage dashboard, and REST and SOAP steps.
*Then you need to follow the below steps to use REST step:
https://docs.servicenow.com/bundle/paris-servicenow-platform/page/administer/flow-designer/reference...
1. Navigate to Flow designer > Actions > New > Input > click + icon
2. Choose REST from the integrations section and fill all the required details in the form to test the rest action.
For detailed steps to configure the REST step refer "Configure REST Step in Integration Hub" knowledge article.
Note: If you have done all, still not working, Repair the plugin.
If even after that not working , and its not your PDI, raise a Support case
