Create an issue without linkage with risk or control

Hello,

The client is requesting to create issues and action plans without logging/linking to related risks and controls in IRM.

Are there other features that can be used? the use case is : as business owner, I would like to log actions related to assets issues

It may be easier for the client to log an ITSM Incident instead.  The Issue Record, unless you modify code, will require an Entity and a Control/Risk.
