Article Optimization suggestions are incorrect

We are evaluating the KB Now Assist skills and seeing that we are getting odd recommendations especially when it comes to article titles.  It seems like every KB article has the same recommendation for title:

 

"Economic Benefits and Job Creation in the Renewable Energy Sector"

 

My initial feeling is that this is some sort of default and that we might be missing something in the configuration but I have checked and verified that all the necessary skills are enabled. In fact, we have enabled all of the Knowledge skills so there should be nothing missing in terms of skills. In addition, the recommendation skill has nothing to configure other than enabling it and setting a role. 

Has anyone else run into this problem?

Check your Now Assist Administrator Console to ensure the base prompt is appropriately configured

Check if an administrator accidentally saved "Economic Benefits and Job Creation in the Renewable Energy Sector" as a system prompt or hard-coded default rule in the skill settings.

Thanks, but the suggestions are not helpful, we have simply turned this skill on and there is no configuration involved in that process.
