Try Doing this 

 

Change Application Scope from GLOBAL to AI Agent Application. You Can see this on Top Right Corner also in your Screen Shot.

 

or 

You might be trying to access a global-scoped action from within a scoped application without having established the necessary cross-scope privileges.
