I haven't been able to find documentation or see functionality to explain the difference in the two roles, that would help us determine who is the best fit for which role.

Hi Kristi
By default, with nothing added to the override script include, when you use the out of the box approval workflow only the Owner gets asked for approval to publish. (on Madrid anyway)
This is easily extendable to the managers but it has to be specified. Knowledge managers are processors of the articles etc but they don't get to approve the articles unless you specify it. The owner can do anything on that knowledge base
