Add Color to a % Speedometer PA score

I am trying to add color to a speedometer where if its less than 90% its red, 90-95% is yellow and over 95% is green.  I can't seem to figure out how to do it?  I have the speedometer showing the proper % currently on the score widget.  I figure i must need to add a target or something but unsure of how to do that.  I have attached two different looks, one with a dial and one with a speedometer.  Any suggestions to make it visually appealing for either would be appreciates.

But that is using a report.  I couldn't figure out how to actually calculate % between two numbers using the speedometer report.  it seems to only want to use Count, Average, Summ and count Distinct.  I was able to finally figure it out using Target and Target color Schemes.  I set the target to be 100 and then set a 3 stop light to have red, yellow and green at different intervals.  Thanks for your reply.

We can get to the below using the existing configuration parameters. 

Use Direction Maximize to invert colours and it will show as per your requirement.

Why doesn't this work for Quebec?

Sure but it was not the question i have the same. It is shitty that i not simply have a flip checkbox that low is red and high is green. It would be so easy when the tool is allowing it
