All Incidents to date (5 years) averaged by Month: January to December x axis

Hi,

I am looking to have a report/graph/widget which I can place on a dashboard.
It is based on incidents.
My base filter is:

All>Resolved is not empty>Assignment group = DIT Service Desk>Channel = Phone
Recorded incidents start 2019-03-29
I want a bar chart
I want the graph x axis to be months of the year, January → December.
I want the y axis to show numbers which represent the average incidents resolved in that month, to date
e.g. for incidents resolved in each whole month of January, between 2019-03-29 and now:
(Jan 2020 resolved incident count + Jan 2021 resolved incident count + Jan 2022 resolved incident count + Jan 2023 resolved incident count + Jan 2024 resolved incident count + Jan 2025 resolved incident count)/6 = y axis value for x axis value of January.

Is this possible in generic/basic reporting?
Do I need PA?

NB we have, amongst others:
Platform Analytics Standard
Performance Analytics - Content Pack - ITSM Dashboards
Performance Analytics - Premium: Platform Analytics Indicator Management (Performance Analytics)

I have no experience in reporting/PA so any guidance on the correct screens and steps appreciated.
