Creating Report on HR Agents' Case Assignments

Hello! I'm seeking assistance in creating a report that will help us identify the activity of each user within our HR team in assigning cases. Specifically, we want to track how many cases each HR Agent has assigned to another user from the pool of unassigned cases. Essentially, we're looking to determine which HR Agents have been most active in updating the 'Assigned to' field from empty to another user. Could you provide guidance on how to construct this report effectively?
