Dashboard not visible to user with correct roles

I have a user with pa_viewer and pa_contributer roles. They are member of a group that the dashboard is shared with yet they cannot see the dashboard drop-down. Any ideas? See pic.

I have seen something similar before. If you navigate to Dashboard Administration - are all the Dashboard Owners valid and active users? When this happened to me it was because some of the Dashboards were associated with someone no longer in the organization.
