DPMUTILSNC not working in the open incident breakdown or others

In the DPM dashboard indicators, for breakdown on incident for populating service offerings, related service offerings, related service instances, business applications, I can see this DPMUTILs is all over used,

I wanted to check the functionality however didnt work as expected,

Exmp: I had created an incident and there are service offering and related service offering for that incident, so as per this util used in open incidents-DPM, the Incident should be visible under related service offerings, but its not, Can soneone help in this? Is there someother configuration or settings I am missing due to which its not working as expected?
