How can I sort by grouping Count?

I am trying to sort by the count of incidents that a change is related to.  How might I go about this?

At least I'm not aware of it. I would just use the record list view to report the findings. Of course I don't know your use case so you could also use some customization to get the wanted results.

Could create a new column on the change table that sums the linked incidents.
