How is History on the Survey Scorecard calculated?

Hi,
Can somebody please help me to understand how the History on the survey scorecard is calculated
We have used the following link which has helped us to understand the aim of the history scorecard is that the system averages the ratings from the trailing twelve month (TTM) period. The Diff column shows the discrepancy between the current ratings and the previous calendar year's ratings.
I have added a screenshot of our current History survey scorecard. However how are these figures calculated. We understand 4.70 in the overall rating is all questions added together. However where is 1.08, 1.15, 1.18, 1.30 coming from?
It does not make sense to us for this to be the average score because for these questions we have an image scale from strongly disagree to disagree to agree to strongly agree and we have these values set 1-4, and when we look at the average rating for the first question which shows 1.08, actually almost 67% of the users scored this with 3 & 4 (Agree, Strongly Agree), so 1.08 doesnt sound right here.
Can anybody please clarify.
