if this question is about hiding breakdown elements that do not have score, check out this thread Is it possible to filter indicator results. .

I've always found this annoying - and the inconsistency is also a pain. If your Breakdown maps directly to a field (eg Incident.Assignment) then it is quite happy to show only the "used" values. Where you define a "Breakdown Source" (such as Incident.Category) pointed at the CHOICE table then it insists on retrieving all the valid choices and reporting all of the scores including zeros. It would be a simple option on the Breakdown to say "show zeroes".
Interestingly, if when looking at a scorecard breakdowns tab you use the display option of "Breakdown Matrix" THEN it will omit the zero combinations (not offered when looking at the live scores, has to be an overnight collection score)
