How to show both MTTR and 25% of MTTR as target in one PA report.

Hello,
This is requirement:
If 2024 the actual MTTR is P1 = 4 hours and 25% improvement target would mean we would need to hit 3 hours or less to be meeting the target.
if P2 = 20 hours a 25% improvement means we need to hit 15 hours or lower
so for P1 3 hours green, 4 hours amber and 4 hours + = Red
I tried this:
But as per the requirement, it should be 25% of the 2024 data, not 25% of the average/baseline value of 2024-2025. However, in the target, I am only getting the option for the average/baseline value of relative year. not a particular year and baseline is not changeable.
How to achieve this?

For something similar, I used Threshold.
The reason is you know that you want to met the 3 hours or less, so I would set the threshold of 3 hours, then you will be seeing it as red when it crosses that threshold.
This is necessary because the number you are measuring is time - the hour threshold (goal)

Thanks for replying. That is ok but how to set Target 25% of current year MTTR dynamically.. within 1 report. Now I created one more formula indicator which is 25% of MTTR now I am thinking to merge both...
