Interactive Filter Only Shows "All" Option

We have a dashboard with an interactive filter on it, it references the sys_user table. We noticed our HR case writers could not access any users under the dropdown, it only shows "All". I looked into the ACL's for the table and our HR case writers have full access to the user table, and I double checked that ACLs such as "Table API" have been disabled. Does anyone know why it isn't displaying users? Do I need to check the ACLs for the interactive filter references?

Hi @J Siva, yes it's working perfectly fine for other agents and our admin users. I'm assuming this is an ACL issue but am unable to find which ACL it would be

@syed_but_not Are they able to selecy users in the normal refrenece fields?
Ex; In the incident form, are they able to select the user under the caller field?
