Interactive Filter Only Shows "All" Option

We have a dashboard with an interactive filter on it, it references the sys_user table. We noticed our HR case writers could not access any users under the dropdown, it only shows "All". I looked into the ACL's for the table and our HR case writers have full access to the user table, and I double checked that ACLs such as "Table API" have been disabled. Does anyone know why it isn't displaying users? Do I need to check the ACLs for the interactive filter references?

@syed_but_not Are they able to selecy users in the normal refrenece fields?
Ex; In the incident form, are they able to select the user under the caller field?

This could stem from a missing or incorrect data source, improperly configured filter settings, or a lack of distinct values in the dataset to populate the filter. To resolve this, ensure that the filter is correctly linked to the underlying field containing multiple distinct values, and verify that the dataset is properly loaded p999game and contains the necessary information.
