Is there a way to share reports with edit access on filter parameters?

Editing of a report is based on the Role of the user looking at the report.  So if you shared a report with someone, they would have to have a Role that would allow them editing functionality.

The link says, ITIL user cannot edit the reports shared with them, but doesn't specify which role can do it!

Two different options:

Be clear which you want to give them, they can do different things.
