Assumption:
Starting:
license_role: license_role_type=fulfiller - will display all roles
- some roles are already included into the "itil" role others are not
Any "active" user - who has one of the roles assigned, will be counted as "fullfiller" ???
(emphasize: "active user" with at least one role assigned from "license_role_type=fulfiller")
The module "Subscription User Sets" - has a complex condition for "ITSM Pro Fulfiller" but does not include 1302 condition for every single role belongs to (license_role: license_role_type=fulfiller)
but might be appropriate as a first approach.

my knowledge: there is no SN functionality like "user has used fulfiller role"
and an deeper approach like:
- get tables with ACL is using roles from license_role: license_role_type=fulfiller
- who has created/update ... records in such tables
is not pragmatically
