Map Report not working as expected with Country Mappings > Use Latitude and longitude

I created a Map Source on the incident caller location field.  The map source has the first level using Country mappings and then the second level uses latitude and longitude.  When I generate a map report, the country level appears to be working, but when I select the count for USA it will only show one item on the USA mapping, it shows Raleigh.  I am seeing this in a fresh developer instance(London).  I created a report on the incident table and filtered to only show incidents where the caller.location field is not empty. 

The reason I am setting up the second level as latitude and longitude, is because my company is concerned we wont be able to maintain consistency on the State /Province field. 

Has anyone experienced this issue?  Any advice on how to proceed?

In order to get correct map locations you have to add latitude and longitude to location information. 

I wanted to rule out whether it was an issue with our location table so I used the instance on the developer site.  The location table in the instance contains both latitude and longitude in the location table.  Unfortunately I am seeing the issue that all locations in USA are showing for Raleigh even tho they contain different latitude and longitude data.

 

I have a bit different source mapping.

I have the same mapping set up for 'Incident by Caller (level 1)' but I am trying to find out if you are able to set up the map source without the Region and state mappings level.  When I tried to it was not showing correctly, every location in the USA was set to Raleigh.

I would like to know if it is possible to have the first level be country mappings and the second level be based on the longitude and latitude date from the location table.
