They come OOTB for the complimentary version of Performance Analytics, if you have the plug in, you will have to walk to the Guided Setup for the Incident Management, once you complete that step you should be able to view all the indicators created in that list. Keep in mind that the complimentary version does not keep more than 6 months worth of data (check me on that I could be wrong).
