Multiple Interactive Filter - Can they relate to each other?

I am working on a dashboard that I want to include 2 interactive filters.  The first is assignment group and the second are resource.  I would like to see the data:

1) All Data - (All assignment groups and all resources) 

2) Look at just one assignment group. 

3) Look at just one resources that might cross assignment groups. 

4) However, if I filter by assignment group - I want the resource filter reduced to only those resources in that assignment group and not all resources.  Does Related Conditions - help with that?
