Red / Amber / Green Widget Colour Scheme for formula indicator showing %

Hi, I'm trying to create a colour scheme to use that will show Red / Amber / Green based on the following:
Thresholds for RAG are >99% Green, 95%-99% Amber, <95% Red.
I've tried a couple of different things but none of them appear to work, so any help would be appreciated.

Should the color scheme be utilized in PA widgets or in report designer?

Go to Target Color Schemes, make a copy of the '3 color traffic light' scheme, rename it and modify its values to adhere to your SLA values.
Next, set your formula indicator direction to 'maximize'.
Finally create a global target on the indicator. Set it to 100, use your new color scheme, and set the start date back in time far enough to cover the data you want to visualize in the widget(s).
