Reporting on Incident counts per CI in the past 30 days, but overlayed with an "Average Incidents of this CI"

Hi all,
I'm working on reporting and I've currently got a report generated to demonstrate the top 10 CIs that Incidents have been tied to in the past 30 days. What I'd really like to do from here though, is to have on each of the bars a "threshold" that represents the average amount of Incidents that CI gets. This would mean that we could demonstrate when a CI is getting more Incidents than "normal", and could reasonably explore a potential Problem.
For example, if a a CI is normally getting 30 Incidents per month, but this month it's getting 60, I want to be able to show on the bar chart that there are 30 more Incidents than expected. This would be made available for a Problem Manager to enact proactive investigation on that CI.
Any help on how to implement the calculation, and how to overlay that on my already-existing Incidents per CI in the past 30 days report would be greatly appreciated. Thanks in advance!
