Reports to compare the value of two different column

Dear Experts,

We have a requirement to add report in the dashboard to compare and check the value of 2 different column, Example Actual vs Budget. Could any one suggest how we can do this from servicenow reports. If not possible, what is the best to add the graph like attached file.

Actual vs Budget is it related to PPM? 

do you want to get the report on actual and budget cost for every project?

No, Its not related to PPM, We created a custom table to capture the record when user uploaded the data through excel. We have different columns in the table like User,Cost Center, Manager, Location, Employment status, Month,Actual Value, Budget Value.I just like to see the Month-wise Actual vs budget value comparison.
