@SakshamB If the reports are related to performance analytics then you would need pa_viewer. For non PA report, report_user role is needed.

You are on the ServiceNow community, so getting an answer on how something works in Snow is probably not going to happen (Snow is a completely different platform than ServiceNow!).
Within ServiceNow, it depends on if you are using the 'old' dashboards or the new Platform Analytics dashboards. You can share the dashboard in Platform Analytics and that is sufficient. In the old dashboards you will need to share both the reports as the dashboard itself.
For users to be able to see the data on the reports, they need report_view/read access to the data itself. If they don't have that, they will see the report if it is shared with them, but the message that they have insufficient rights.
