My production instance is showing numbers when certain status are selected and blank when other status is selected.

Are you confusing 'Status' with 'State' (or vice verse, not positive how to phrase that ) for your list view?

Did you work with translating the interface by any chance? did you manipulate the labels of the choice? go to dictionary entry and have a look at it.

Trying to work on the tables now. Issue still exist. I follow all the suggestions to see if I can correct the issue.

Open an existing Incident
Right-Click State/Status
Select 'Show Choice List'
Each of the choices listed have a corresponding 'value'.
Find if '13' exists in the value column and which table it applies.
The issue might be that the choice is assigned to the wrong table, so you may want to move it towards the 'task' table or whichever best applies.
