Usage insights for CoreUI as License usage tracking

We are trying to come up with a way to track user activity based on their license, primarily itil and business_stakeholder. We have basically narrowed our options down to:

  1. Building a custom application that would get usage information from system tables like the Event table and Audit related tables. We need to have historical data so based on this article that would be the best approach.
  2. Using Usage Insights/User Experience Analytics to create a cohort and track that cohorts activity.

When looking into Usage Insights, the documentation mentions creating custom events but the SNAnalytics api that is referenced seems to be for Service Portal only and not any client side scripting. We need coreui usage in addition to the oob usage.

Has anyone created/designed a viable user activity tracking application? If not, how can I use the SNAnalytics api to create custom events that are tracked in Usage Insights?
