What roles do I need to access the performance dashboard?

Below is the role I see when attempting to use "security debug". On the documentation for performance dashboard, it doesn't indicate the role needed to access this page.

That is the up page ACL which out of the box gives all users access to read UI Pages. Can you go into more detail on what roles are tying to access this dashboard and not able to?

Edit: just looking at who that dashboard is shared with I would say this is an admin only access.
