who should be allowed to have content_admin role?

I want to let my users create imbedded VTBs, but wonder how open I should allow this role? All ITIL users? What do others do?

I have absolutely no idea, what you are asking for. In the headline you mention "content_admin" role, however that role is associated with the old CMS capability in ServiceNow and not related to Visual Task Boards (VTB).
So please add more details to help us understand you better.

what is your general strategy? I could of course state what I would do - but what is your governance in your company? I don’t think/hope that just because a user finds and article that this make everything allowed?
