Who have incident manager role need to edit all fields on form level . As of now fields are ready only state.

Sorry, as you don't provide more details and screenshots, is not possible to answer you.

And in general, the answer is not bound to any role. There are some conditions (for example a closed state) possible in which no one can edit anything, because it has to be made sure, that closed records remain in a certain state for audit reasons.
