non-compliance for Microsoft Visual studio in license workbench

Hello All,
We created a software entitlement for Visual Studio enterprise via Publisher part number “MX3-00115” as provided by client. The Software model is associated with Discovery map “DMAP0067733”. We have noticed that the Suite Component for Microsoft Visual Studio Enterprise software model contains Microsoft Windows XP, Windows Server, Windows 10, Windows 11 and many more software models as suite child.
With this issue, it causes non-compliance for Microsoft Visual studio in license workbench. Any installation for Windows 10, Windows 11 or any child suite software model is counted as an unlicensed install under the VS Enterprise model.
We raised a HI ticket to check with ServiceNow, they stated that this is correct and as Visual studio is an IDE and needs to be installed in Non-Prod env and grant access to various other Microsoft product. They suggested to use install condition.
We wanted to check if there is a way in which we can have the installs focus on Visual studio first. If the CI has visual studio installed then only consume the license, do not consume it for all other products such as Windows, Windows Server, SQL Server if CI doesn't has Visual studio installation.
this Windows Server doesn't have Visual studio installed but has the child components (SQL Server Standard and Windows Server 2019 Standard) installed. So, these 2 installed are taken as child installation requiring Visual studio right. But if the server doesn't has Visual Studio how can these child be given the rights of parent software.
