it depends on your project scope, upcoming events e.g., Audit, True Up, Renewals, the financial impact per publisher or how long does it take to get all required details (e.g., proofs, access, ...)
If you want to show quick wins, I would suggest SaaS publishers for all the others it depends on the scope - most of the customers choose the following top publishers (Microsoft, Oracle, SAP, IBM, VMware).
