I am planning to implement SAM for my client. We have discovery also in the roadmap.I was just wondering if I can implement SAM before we implement discovery? What I understand is SAM has a dependency on discovery, without which there is no point of implementing SAM.
Please confirm if I need to implement Discovery first and when it's complete then I should move on to SAM?

Discovery is not required for SAM.
That being said, it is strongly recommended.
Ideal SAM setup:
- SCCM or another agent based inventory tool on the workstations
- Discovery (agentless) in the datacenter for the servers
In your situation, you may want to start with workstation licensing and do the servers in Phase 2 when Discovery comes online.

When you say Discovery(agent less) for data centers what does this mean exactly?
I have below entitlements for which I am trying to track the licenses and utilization.
- Oracle DB Server Enterprise
- Microsoft SQL Server Enterprise Core Windows
- Red Hat JBoss Enterprise Application Platform Unix
Do you think I need either SCCM or any inventory tool for tracking these items? If we are not considering desktops/workstations and if considering everything on client would we still need an inventory tracing tool?

ServiceNow Discovery can scan your servers and provide HW/SW inventory data to the CMDB.
The above list of Products are datacenter licensing. Yes, we would recommend Discovery scanning the servers running these Software Products.
Most of the time, the server team prefers our Discovery because they don't want SCCM agents in the datacenter.
And the most important reason...
Discovery collects additional data points above/beyond what SCCM can find in the datacenter
- host/guest/cluster relationships
- Oracle Options/Packs - installed and actively used
- custom patterns
- file based discovery
- Discovery lays the foundation for moving up the ITOM stack into Service Mapping, Event Management, etc.
