Hi,
Please first confirm whether you are trying to activate SAM on a PDI or on a customer/company instance.
For a company instance, Software Asset Management Professional is a licensed plugin and it cannot always be activated directly like a normal plugin. It usually has to be requested through Now Support / Request Plugin, and ServiceNow personnel may need to activate it.
Please check these points:
Confirm whether your instance has the required SAM/SAM Pro subscription
Check whether you are activating the correct plugin, such as SAM Foundation or SAM Professional
Check if the plugin requires ServiceNow support activation
Review the plugin activation error message or system logs
Check if any dependency plugin failed before the SAM plugin
If this is a PDI, try activating from the Developer Site plugin section and wait for some time, then log out and log back in
If it still fails, raise a case with ServiceNow Support or post the exact error message here
Also, do not keep retrying multiple times without checking the actual failure reason, because it may be related to licensing, plugin dependency, or ServiceNow-side activation.
Please share the exact plugin name and error message so the community can suggest more specifically.

SAM Pro is a paid/licensed plugin, so it cannot be installed manually on all PDIs.
Personal Developer Instances do not support every paid or restricted ServiceNow plugin. If SAM Pro is not available or activation is failing, it most likely means your PDI does not have the required entitlement.
For SAM Pro hands-on practice, you may need a course-provided lab instance or a licensed company/training instance.

Hi @ravivermasr,
You can install SAMP on your PDI via https://developer.servicenow.com/dev.do#!/manage-instance or from the Application Manager. Sometimes the Software Asset workspace is broken, and you need to repair it after the module installation.
