if you plan to track your entitlements per environment, yes - you've to create multiple models with install conditions and condition name per environment. Second step is to link the entitlements based on their environment.
Second option if you're using "Entitlement Allocations", you can set for each entitlement "allocation rules". As soon you use the auto allocation as part of the remediation options - SAMP will allocate the user/devices based on the filter set per entitlement.
