Software should not required a license as it's part of hardware purchase

Hi everyone,

I ran reconcil on a publisher and it's show "Install requiring action" with reason is missing relationship on-premise VMs and it's marked "Unlicensd install" is true.

But user report that this software should not required a license as it's part of hardware purchase.

Can you tell me what and where to check?

same as for the relationships, VM-Instances are auto-created.

For the point "you've to create a software model for the software to be excluded and normalize all discovery models". In system, I find out the right software entitlement for this case is having cost is 0. I was suggested to check with the publisher if this software is not licensable or not and in our system this product type is Licensable. So if publisher said that software is not licensed then I'll check with snow support for the content service. If publisher said that software is licensed then we'll have to create a exclude from our side. 

In this case the software is Oracle database enterprise, I found their docs said:
"Production Environment: The environment used by end users for business or other operations is called a production environment. All programs used in the production environment must be licensed under an OMA, OLSA, or other appropriate Oracle (or Oracle authorized reseller) license agreement."

So this case software is licensed and I'll have to create an exclude.

Please help me to to clarify this point.
